Adviser has again studied whole matter in the light of your observations and confirms most emphatically opinion which he previously
x reseed,
He considers that consequences, both economic and political, would be most serious, he develops economic arguments saying that measure, hile doing injury to Persia, would not affect situation it is designed to remedy.
His political objections are as follows:-
1. It would be impossible to convince either Fersian Government or people that proposed measure was not a deliberate attempt to cripple Persian finances.
2. Measure would wipe out everything done in 1st two years to improve Anglo versian relations and give a handle to any foreign representative desirous of spoiling those relations.
3. It would invite government and people to passive if not active resistance to all projects of group omitted).
He sums up "measure would deal a most serious blow to recovering rosperity of Persia and to rehabilitation of her finances, throw greater part of opium trade in hands of Russians and effectually prohibit a good understanding between arsia and Great Britain".
I do not think we could have a more authoritative opinion than this and I hope matter will be dropped,
